Ok I’m calm now, and I’ve had some serious thought. Will volume 21 start as a new story arc? I may start reading from there.

All right, let's see if I've got this straight,
Dark Horse will be next releasing their TPB numbered 19/20. (It was scheduled for January) This will include the Sora Unchained arc that was to be their TPB number 19, plus a few unreleased (by them) stories to bring their released story point up even with Kodansha's TPB number 20.
So TPB number 19/20 will contain some new material along with the Sora Unchained arc.
After this, starting with number 21, Dark Horse's TPBs will be organized to contain the same stories and materials that are in the correspondingly numbered Japanese language TPBs.
The first of the new format TPBs is scheduled to come out in July (I guess), after which an old TPB (number 1) will be reissued in its new format about two months later.
That means the old TPBs will have their story content rearranged to correspond with the same numbered Japanese TPB, along with having any additional materials that had been been deleated restored. For the most part, the translations and sound effects will remain as they were, but the artwork itself will be restored to its original Japanese format.
Following that, at approximately 2 month intervals, there will be alternating new material TPBs and reissued TPBs released by Dark Horse until all the old TPBs (up to number 19/20) have been reissued. Then only new material TPBs will be released at roughly four month intervals.
The new material TPBs will probably stay in print for as long as the series is running, so there will never be a need to reissue number 21 as it will already be in the new format. So the reissuing of TPBs by Dark Horse (at three a year) will end with TPB number 20 six or seven years from now.
Therefore, the Dark Horse number 21 TPB will contain all new material and be the same as the Kodansha number 21 TPB. So if you want to start reading from there, you won't have to buy number 21 again (unless you wear it out).

Yes Lan, vol 21 starts with a new arc featuring the return of Peorth and the debut of... someone else. For those who were bemoaning the loss of the monthlies, look on the bright side. At least you won't have to wait a month between knowing who she is and seeing her.

Here I come, riding to Dark Horse' rescue again.
I'm not sure what may be going on with the series title.
Originally, according to DarK Horse, when they asked Mr. Fujishima whether he prefered Ah! My Goddess or the more punny Oh! My Goddess for the English title of the series, he said to go with the Oh!
Animeigo says the same thing for their OAV title.
So in English the official legal title of the series has been Oh! My Goddess, regardless of what the Japanese manga has on it's cover, and that's what Dark Horse HAS to put on the cover as a condition of their franchise. (They can change it, but it would involve lawers and getting approvals from Kodansha and Mr. Fujishima. Probably not that big of a deal but still a hassle.)
According to what was said in the different Dark Horse staff postings about the current changes to their presentation of the series, the name is supposed to be going to be changed to Ah! My Goddess. However, they may be having legal difficulties (as mentioned above) and will have to retain Oh! My Goddess for awhile.
Another possibility is pure convenience. Their manga release list places releases on an alpha/numeric system. So the TPBs are listed in volume number. If they entered number 21 under Ah! My Goddess, their notice page would kick it to the top of the list (A before O) where it wouldn't be anywhere near the other TPBs and probably never be seen by anyone trying to use the site to find it.

All right it took me for ever to find something on their site but I found the TPB#21 of OMG between 1 and 2. It looks like they are continuing where they left off after 19/20 Sora Unchained, Going by both the G2G synopses and what’s listed for DH Peorths going to be back still in her child form and she’s hunting for Welsper(sorry but I do prefer the Japanese spelling of it) to change her back to normal. They have the release date set for July 13.
